Sewer project delays leave South Shafter relying on failing septic tanks

Seventeen years after plans were first introduced, South Shafter residents are still waiting for critical sewer system upgrades, while many continue to rely on outdated and failing septic tanks. Despite promises from local officials, construction has yet to begin, leaving hundreds of homes without access to a modern sewage system.

According to official documents, the project called for the construction of 34,000 linear feet of sewage lines to serve approximately 376 residential units currently relying on septic systems. However, residents say the project has faced repeated delays.

“The lack of progress on the sewer system in Shafter is alarming, especially for residents on the south side and other affected areas,” said Benito Olivares, a longtime resident.

In 2019, the City of Shafter agreed that no properties should continue relying on septic systems. A developer was to submit a sewer improvement plan for review and approval by the City Engineer. Once approved, the developer would be responsible for providing key infrastructure, including pipelines, manholes, and individual sewer connections.

According to the Planning Commission agenda from June 11, 2019, “Separate sewer services shall be installed for each property. No sewer shall be trenched with water.”

But Olivares says that despite these plans, bureaucratic setbacks and grant-related issues have stalled any real progress.

“The planning and grant issues have caused significant delays. It’s unacceptable that we are dealing with failing septic systems and expensive repairs,” Olivares said.

In 2019, some residents resorted to using silos to clear debris from the malfunctioning sewage lines.

“The state or county is taking years to get this basic need in place,” Olivares added. “I’ve lived in the same house for 25 years, and I’m still dealing with septic system problems.”

Kern Sol News reached out to District 4 Supervisor David Couch for comment but has not yet received a response.
